What happened
Waukesha’s long effort to replace a radium-constrained groundwater supply with Lake Michigan water required approval under the Great Lakes Compact — the first such diversion for a community outside the basin. Public documents from the city, the DNR, and compact states are the record. Service has been a construction and rates story as much as a water-quality story. Why it happened
Geology put radium in the deep aquifer. Law put Waukesha just west of the divide. Compact politics made a suburban utility into a binational argument. Engineering was the easy part compared with permission.
